Town’s Update on Vistoso Golf Plan and Rezoning
Oro Valley residents, there’s an update on the Vistoso Golf General Plan Amendment and Rezoning. The town has decided to delay all neighborhood meetings concerning this proposal until spring 2021. This decision comes at the request of Romspen Vistoso, LLC (Romspen), who is in the process of negotiating the open space purchase with The Conservation Fund.
According to Bayer Vella, the Town’s Planning Manager, “We want to ensure that the two parties have all the resources for successful negotiations, and right now, a critical resource is time.”
The discussions between Romspen and The Conservation Fund are ongoing. Back in June 2020, Romspen requested a 30-day pause on the application. Now, they plan to request a further continuance at upcoming Planning & Zoning Commission and Town Council meetings. This will allow more time to wrap up negotiations before moving forward with the neighborhood meetings.
Bayer Vella assures the community, “There has been significant public participation on this application, and the public outreach will continue.” Rest assured, the number and type of meetings won’t be reduced.
State law requires the Town Council to address a Tier 1 Major General Plan Amendment within the same year it’s submitted. This means action must be taken by the end of December. If the Town Council approves the continuance, the application process will resume after the December meeting, unless it’s withdrawn.
Background
In April 2020, a Major General Plan Amendment for the Vistoso Golf property was officially submitted. To keep everyone informed, two informational videos were posted on OVprojects.com, and an online Zoom meeting was held.
In June, the Town Council directed staff to help preserve the open space of the former Vistoso golf course. They are working with The Conservation Fund to secure funding, including grants, to eventually transform the area into a green space for the town.
Romspen requested a 30-day pause to evaluate the potential purchase by The Conservation Fund.
