ORO VALLEY, Ariz. (Jan. 23, 2025) – Exciting news! The Town of Oro Valley is thrilled to share that the Popular Annual Financial Report is now accessible online.
Each year, the Town puts together an Annual Comprehensive Financial Report (ACFR), which provides an in-depth look at the Town’s financial status, operations, and audited statements. Given the ACFR’s depth, it can be a bit overwhelming for casual readers.
To help residents better understand Oro Valley’s financial condition, the Town also creates the Popular Annual Financial Report (PAFR). This annual publication distills key financial data from the ACFR into a format that’s straightforward and user-friendly for the community.
The PAFR showcases important highlights such as accomplishments, net assets, operational activities, revenues, expenditures, debt, financial ratings, and historical trends, giving residents a clear view of the Town’s fiscal health and successes.

The Finance Department of Oro Valley consistently upholds the highest standards of financial excellence. For the 12th year running, Oro Valley was honored as a Triple Crown winner by the Government Finance Officers Association (GFOA). This prestigious accolade recognizes governments that meet the demanding criteria of all three GFOA award programs in one fiscal year, including the PAFR. Oro Valley stands out as one of only 356 governments to earn this distinction for fiscal year 2023.
