Town Manager Releases Recommended Budget for Fiscal Year 2025/26

The General Fund, which serves as the Town’s primary operating fund, amounts to $53.9 million—an increase of 1.5% compared to the previous fiscal year. When considering all funds—including highway, water, stormwater, parks and recreation, grants, debt service, and capital—the total budget stands at $147.1 million, representing a 2.5% decrease from FY 2024/25.

“This Recommended Budget is the culmination of months of thorough collaboration among various departments, along with valuable input from staff, the Town Council, and our community,” said Town Manager Jeff Wilkins. “We aim to address community needs and organizational realities while being mindful of the challenges that lie ahead.”

Here are some key points from the Town Manager’s Recommended Budget for FY 2025/26:

The proposed budget employs a strategy of fiscal conservatism in light of anticipated financial challenges. Factors such as declines in state revenue, a slowdown in development, stagnant sales tax growth, and a five-year forecast suggesting possible financial hurdles influenced this approach. The focus remains on maintaining essential services while implementing significant cost-saving initiatives. Despite inevitable increases in certain areas, such as utilities and debt service tied to crucial water infrastructure projects, our overall goal is to lessen the burden of decreasing revenue and secure long-term financial stability.

Expenditures for capital projects are notably reduced in FY 25/26 after substantial projects were completed in FY 24/25, which included upgrades to the Community Center entryway and elevator, expansion of the Town Court, and several improvements to the Water Utility infrastructure.

Operation and Maintenance (O&M) spending has remained mostly steady, with increases to the General Fund primarily driven by unavoidable costs like utilities, insurance, and vehicle replacement reserves. These increases have been balanced by reductions in areas such as professional services and travel, while other growth is connected to revenue-generating programs and external inflationary pressures.

This FY 2025/26 budget is aligned with the priorities outlined in our current Strategic Plan and reinforces Oro Valley’s commitment to wisely allocate resources throughout Town operations to enhance the high level of service that residents expect while living, working, playing, and thriving in our community.
